A certified Responsible Level III must:

Have the skills and knowledge to interpret codes, standards, and other contractual requirements that govern NDT methods
Assume technical responsibility for the NDT facility and staff
Select appropriate methods and techniques for specific inspections
Prepare and verify the adequacy of procedures and work instructions
Approve NDT procedures and work instructions for technical accuracy
Maintain a general understanding of other NDT methods, manufacturing processes, and testing technologies used by the employer
Provide or oversee the training, examination, and certification of personnel
Audit outside agencies to ensure compliance with employer requirements
